Personnel Office Training and Development Unit
The State
of Delaware’s Training and Development Unit is a vital
component of the State Personnel Office (SPO), a cabinet-level
agency created in 1970. SPO provides a full range of human
resource management services for over 30 departments and agencies
in state government, Delaware’s largest employer.
The Training
and Development team has 12 members at three locations providing
15,000 state employees with training and development opportunities.
In order to meet the needs of such a large customer base,
the team has recruited 75 volunteer trainers from other state
agencies. This unique combination of staff and volunteer trainers
allows us to offer courses that are free or at very minimal
cost to agencies. Last year, almost 13,000 participants benefited
from our programs. These participants, together with their
supervisors and managers, constitute our primary customer
base.
The Training
and Development unit’s products and services include
training courses, training/reference manuals, conferences,
organizational development services, funding/grants, certificate
programs, recognition events, continuous improvement assistance,
and advice and consultation. Our products and services lead
to individual career development and, more importantly, to
improved performance in state government.

for change in state government, leading agencies to improved
performance. We encourage investment in training and continuous
improvement, frequently reminding agencies that “Training
Doesn’t Cost, It Pays.”
Our programs
and services have been recognized nationally by the National
Association of Government Training and Development, the National
Association of State Personnel Executives, and Governing Magazine.
