2008 Judges

Written Application Judges

Five team process experts evaluate and score the written applications submitted by the Team Showcase applicants. They are:

• Jim Bianchetta—Lead Team Showcase judge. International Team Excellence Award judge/lead judge (10 times as a finalist judge; 11 times as a preliminary round judge/lead judge/trainer). Founder of Bianchetta Resources, an organizational effectiveness, and team process consultancy.

• Jack Lairdieson—Manager with PricewaterhouseCoopers. He is a certified Master Black Belt, Quality Engineer, and Project Management Professional with 18 years experience in IT and 8 years of process improvement experience. Designed and implemented Lean Six Sigma solutions within Healthcare and Professional Services.

• Bob MacFarland—Team Showcase Judge, Regional Team Excellence Award judge (3 years); International Team Excellence Award judge (2 times). Retired AT&T Quality Director; currently Partner in Beechtree Consulting LLC, which helps clients optimize performance and effectiveness.

• Michael Paquin—ASQ ITEA judge (5 regional, 3 finalists). Co-creator and judge for IBM internal team award. Received 3 IBM team awards. Team facilitator (LEAP, TeamPac, Process Improvement). IBM internal and state of New Jersey Malcolm Baldrige examiner. ISO 9000 lead auditor. ASQ CMQ/OA and CQA certifications.

• Gary Turner—International Team Excellence Award finalist and preliminary judge since 1997. Worked with team development for over 30 years. Founder of Turner Consulting, of Anderson, Texas, an individual and organizational effectiveness organization.

Presentation Judges:

All five participating teams are invited to “tell their story” at the 2008 Delaware Quest for Excellence Conference. The “presentation judges” evaluate and score the presentations of the three finalist teams (Agilent Technologies, DENTSPLY Caulk, and Lewes Convalescent Center). The five presentation judges are:

• Jim Bianchetta—Lead Team Showcase judge (see above).

• Linda Bankoski—President of Quality Leadership Associates for 15 years, she coaches organizations to succeed and served 5 years on the Board of Examiners, Baldrige National Quality Program. Served in various capacities for the Delaware Quality Award from 1992-2002. Managing Director, Education and Assessment, for SpaQuality LLC. Customer advocate, learning, and improvement enthusiast.

• Tess Del Tufo—Dr. Del Tufo is an educator, a researcher, and author. She is the CEO and principal consultant of Del Tufo Consulting, LLC and an adjunct instructor at Wilmington University. She served as performance consultant to three state agencies and the New Castle County government—all participants in the prestigious Delaware Quality Award process.

• Bill MacLachlan—Manager of Quality and Planning, Delaware Division of Revenue, recipient of the 2004 DQA Gore Award. Examiner, Malcolm Baldrige National Quality Award, 2002 -2007. Member of the Executive Council of the Delaware Alliance for Excellence. Have led application writing for three Governor’s Team Award finalists, and one of last year’s Delaware Team Showcase finalists.

• Barbara McCleary—Training Administrator, Delaware Office of Management and Budget/Statewide Training and Organization Development, responsible for Quality Programs and day-to-day operations in the Dover office. Over 20 years of experience as a teacher, supervisor, and manager with training experience in the areas of quality and organizational development. Team experience includes being a Three-year member (and 2007 manager) of the Governor’s Team Excellence Award Selection Team. ASQ CQM/OE, CQA certifications.
